Heat Pump Hot Water in NSW: Rebates, Cost and Whether It Suits Your Home

Thinking about a heat pump hot water system? Here's what the rebates actually cover, what a system costs installed, and how to tell early whether your home suits one.

Heat pumps have become the default replacement when an old electric or gas system gives up. Most of that is down to the rebates, which come off the installed price rather than arriving later as a cheque. After the rebate, the budget models land around the same price as a standard electric unit. That is the part most people do not realise, and it changes the decision entirely.

What the rebates do not do is make it free. There is a minimum you have to pay, and a few practical things about your house that decide whether a heat pump works at all.

How it works

What a heat pump hot water system is

It is not a new kind of water heater so much as a different way of producing the heat.

A conventional electric system heats water with an element, the same way a kettle does. A heat pump instead pulls warmth out of the surrounding air and moves it into the tank, using a compressor and refrigerant. It still runs on electricity, but most of the energy it delivers comes from the air rather than the power point.

Two practical consequences follow. It has to sit outside, because it needs a constant supply of air to draw from. And it has moving parts, a fan and a compressor, so it makes some noise while running.

The rebates available in NSW

Two separate schemes apply, one state and one federal. Both are normally applied as discounts off the quoted price.

The NSW hot water upgrade incentive

This runs under the NSW Energy Savings Scheme. It applies when you replace an existing electric or gas hot water system with an approved heat pump, installed by an accredited provider. The discount appears in the quote before you pay anything.

What it covers:

  • Up to $640 when replacing an electric water heater
  • Up to $330 when replacing a gas water heater
  • Open to households and small businesses across NSW
  • Applied upfront by the installer, no claim form for you to chase

Federal small-scale technology certificates

Air source heat pumps also create small-scale technology certificates, or STCs, under the federal Small-scale Renewable Energy Scheme. You assign the right to create them to your installer, and the value comes off your price.

What it covers:

  • Separate from the NSW incentive, applied the same way as an upfront discount
  • The number of certificates depends on your location and the system you choose
  • Handled by the installer, so there is nothing for you to lodge

What it costs

These are supply and install prices after the rebate has been applied, including GST, as at October 2026.

  • Econova 300L: from $3,260
  • Rheem AmbiPower and AmbiHeat, 180L to 280L: $4,550 to $5,550
  • Rinnai Enviroflo, 300L to 340L: $4,930 to $5,110
  • Stiebel Eltron, 200L to 300L: $5,430 to $5,730

Each price covers up to 2m of pipework and a standard electrical changeover. Longer pipe runs or extra electrical work are quoted separately.

Before you commit

How to tell if your home suits one

Most of the decision is about where the unit can physically go.

A heat pump has to be installed outside. It needs clear air around it, typically 300 to 600mm of clearance on each side depending on the model. That rules out tight cupboards, boxed-in alcoves and anywhere the airflow would be choked.

Think about which way the air moves. All-in-one units draw air in through one side and push it out the other, so you need space on both sides. Split systems blow out the front. Either way, point that airflow away from a bedroom window if you can. The fan and compressor are not loud, but they are not silent.

All-in-one

Tank and compressor in a single unit. Air passes through from one side to the other. Installed by a licensed plumber, start to finish. This is what we use on most jobs.

Split system

Compressor sits separately from the tank and discharges out the front. It needs a refrigeration or air conditioning technician on site as well as a plumber, which adds a trade to the job.

On the day

What the install involves, and who handles the paperwork

Short version, we do the paperwork.

The old system comes out and cannot be reused, which the scheme requires. The new unit goes in on a stable base outside, with water and electrical connections made and a tempering valve fitted so the hot water leaving the tap is at a safe temperature. Pipework gets insulated.

We handle the rebate paperwork as part of the job. The discount comes straight off the install price, so you pay less at the start rather than claiming anything back later.

Common questions about heat pump hot water in NSW

How much does a heat pump hot water system cost installed in Sydney?

After the rebate, from around $3,260 for an entry-level 300L unit up to about $5,730 for a premium model, including GST. That covers up to 2m of pipework and a standard electrical changeover.

Do I have to apply for the rebate myself?

No. We handle the paperwork and the discount is applied to your install price before you pay.

Can I get both the NSW incentive and the federal STCs?

Yes, they are two separate schemes and both are normally applied as discounts on the same job. The combined figure depends on the system and your location, so it gets worked out at quote stage.

Is a heat pump hot water system ever actually free?

No. The NSW scheme requires a minimum customer payment, currently $200 excluding GST per appliance.

Can a heat pump go inside a garage or cupboard?

No. It needs to be outside with clear air around it, usually 300 to 600mm each side.

Are they noisy?

There is a fan and a compressor, so there is some noise when it runs. It is worth positioning the unit away from bedroom windows.
